Work the rest of your wardrobe around a black-centric palette (I love to do black, white, and navy when I travel, but black with another neutral, like beige, and any accent colors you like will work just fine, too. I'm using black, khaki, and red for your purposes here). Here are the other absolute essentials I think you'll need:
Well-tailored black (or another neutral color) capri pants: Wear 'em with the cardigan from your LBD during the day and a femme ruffled top at night
Dark wash jeans: A white blouse looks prim and polished for daytime sightseeing; a slinky shirt dresses 'em up for dinner
An easy-breeze sundress: Look cute and casual for your day at Mount Vernon, then head straight to dinner by adding...
A fitted blazer. Will also work with jeans during the day
A pile of slim-fitting T-shirts in stripes and colors: Layer them under blazers and cardigans so you can be comfortable no matter the temperature
Incredibly comfortable walking shoes--D.C. is a big city and you'll be hoofing a lot of it. Simple black ballet flats will go with everything!
Then pack a small case filled with fabulous accessories--scarves, chunky jewelry, headbands, etc.--that will finish off each look. Nobody (not even the people who see your Facbeook photos post-trip!) will notice you're wearing the same pants if you've got on a fabulous statement necklace to distract them.
